Project procurement officer ‘Wind’

Important global player in the areas dredging, offshore, wind/renewables, port-, terminal- & tankstorage construction, etc. Company can assume many roles in these projects, like main- or sub contractor , technical services provider, transport & installation contractor, etc..



The procurement director has 4 ‘managers procurement’ reporting into him, for Offshore & Wind, Dredging & Netherlands, Category Management, Supply Chain Operations.

The manager procurement Offshore & Wind has a team of appr. 28 colleagues, consisting of 6 project procurement officers, 10 category managers, 3 logistic engineers, 3 supply chain coordinators and 6 material coordinators.


Wind projects

Company is active in the wind business for some 10 years now. The Business Unit Wind focuses a.o. on the transport, installation and/or commissioning of wind parks at sea, mainly in three regions: NW-Europe, N-America and the Far East. These projects are becoming ever larger in value and in size. At the moment up to € 500 mio. and 1,5 GW. It is a fast growing market in which the company is well positioned.  Rapid growth of the BU is therefore not only taking place but also foreseen for the coming years (turnover in 2030 is scheduled to be three times today’s turnover). Company’s role in these projects varies, it can be responsible for transport to site, installation of the foundations, laying of the electricity infrastructure (e.g. cables) and/or installation of the turbines. Further innovation taking place in the wind business, goes in the direction of floating turbines.

Tendering for these projects starts some 5 years before execution. This long lead time makes that if the growth targets mentioned need to be met, organizational planning in an early stage is needed. In that context the newbuild of 3 ships is foreseen: 2 for installation of foundations and turbines and 1 for cable laying.



You report into the Manager Procurement Offshore & Wind and for each project in which you participate you have a reporting line into the project manager.

In the tender phase the company’s category managers participate in drafting the bidbook. They focus on the major building blocks in the tenders, being foundations and electricity cables. For these categories suppliers are  selected and outlines of quotations/contracts are available once the pre-award phase terminates. As these projects have very similar building blocks and the design is not finished yet by that time, further detail is not required. In total all procurement and subcontracting involves some 70% of project value.

You will get involved once the project is won and lasts till start of the execution phase. Managing suppliers and subcontractors in the execution phase will be done by the supply chain coordinators.

You are the coordinator of all procurement activities in the phase between award and start of execution, working together with several procurement colleagues plus the rest of the project team, incl. engineering. You will divide the project into 80 to 100 packages/scopes. These will then be distributed among you and your procurement colleagues in the team. Suppliers for the main packages (cables and foundations mainly) have been chosen by the category managers in the tender phase. A strategy is then determined for all other packages and laid down in a project procurement plan. This plan needs buy-in and approval from all your stakeholders. Packages are e.g. bolts, tooling, supporting ships, concrete, remote operated vehicles, surveying and inspection services, etc.

You will come to deal with design changes, make/buy decisions, availability of suppliers/subcontractors, contracting of suppliers and subcontractors for all remaining packages/scopes, planning,  local content requirements, import tariffs, transport issues, etc.  The result of your work are contracted suppliers and subcontractors plus PO’s that have been issued.  Thereafter handover takes place to the supply chain coordinators who will manage suppliers and subcontractors during the execution phase.

In this position it is expected that you will travel 5-10% of your time.


Your profile

  • Academic working and thinking level, preferably a finished engineering education
  • Broad experience in a procurement or supply chain role in a project oriented environment
  • Used to participating in (very) large and international projects
  • Very good command of English
  • Strong communicator.



Gross salary up to appr. € 100.000 per year, depending on experience and background, bonus of max. 24% or max. 18% (depending on the salary scale in which you start), 32 vacation days, whether you will get a lease car depends on the salary scale as well, pension premium is paid by the employer for 67%.

Your office will be in te Dordrecht region. Appr. 40% of time you can work from home.
