Abrona provides disability care to adults in the province of Utrecht, with 60 branches and about 1,250 employees and 900 clients. The central office is located in Huis ter Heide.
Purchasing Department
Procurement is already currently outsourced to an external party. This external organization has created a purchasing plan and policy. Abrona has decided it would like to perform the procurement itself again.
The new purchasing department will consist of you as tactical buyer, a contract administrator (part-time position) and an operational buyer. You will coordinate the work in the department. The operational buyer and contract administrator have already been hired. The contract administrator processes all contracts and takes care of the signaling around them. The operational buyer does the ordering work, requests quotations for smaller expenditures and supports you (the tactical buyer).
The organization is not subject to EU procurement requirements.
Approximately 70% of the organization’s total budget is tied up in staffing. The procurement spend of approx. €45 mio. Of this, approx. 37 mio. is influenceable. Approx. 40% of the total procurement spend is already currently through procurement.
Your duties
You will report to the Manager of Real Estate, Facilities and Purchasing.
You are the sparring partner for the internal organization when it comes to procurement. You guide all internal departments in procurement processes, focusing on:
- Further developing procurement policies within the organization
- preparing an annual procurement plan and frequent reporting based on progress against the plan
- strengthening the visibility of procurement within the organization, through active presence and good guidance to internal customers
- Performing the tactical procurement, starting with clarifying the requirements (PoR, Program of Requirements) of the internal customer, followed by the search to contract suppliers. You support your internal customers regarding supplier management.
- also on very pragmatic matters such as preventing cost increases (cost-avoidance) and acting as an escalation channel in case of problems with suppliers (e.g., invoices, deliveries).
Your profile
You are an energetic and proactive procurement professional with strong communication skills. Experience within a healthcare organization is a plus.

- Experience in procurement is a big plus, preferably in healthcare
- You are communicatively adept, able to build and maintain relationships at all levels
- Available 36 hours (possibly 32 hours) per week.
